I start with styrofoam chunks and blocks of that green foam that you put fake flowers into. I sculpt the foam with a utility blade and adhear it with wood glue, then I cover the seams and add some texture with spackle.
Then paint with gesso to protect the foam from the spray primer (styrofoam melts due to the propellent in the primer) prime and paint.
